Lieutenant William Cooley for 3 years now has headed up a Cauldron of Corruption working in organized criminal conspiracy to remove the fundamental human rights of two innocent and now injured young girls by coordinating crimes against them in violation of his oath to protect and serve revealing him unfit of the public trust he has sworn to uphold. Cooley now has used the public resources at least 4 times to Traumatize elementary and middle schools with knowingly fake and fabricated emergencies involving no harm or probable cause, where squads arrive in emergency mode. Recently they "locked down" Franklin middle school because a "white man in his fifties" attempted to open a door at the school that was locked.
