In a effort to rebut the allegations reported, we are here to clearly prove the false statements made. The opening statement on the complaint says it all! “ Sold us medical devices that are not reimbursing and lied about it”? Really? Anyone with any common sense would ask themselves, if its not reimbursed maybe I should check to see if my biller is processing correctly?

The sudoscan by Impeto still continues to pay more so on the commerical entities. Regardless though we have already picked up and return funds to the leasing company. So the total dollar amounts are completely wrong. Furthermore the alleged loss they took is completely FALSE. The Tonometer by Icare that indicated that the code was not billable, is completely false as well. We have 100’s of doctors who have been and are currently billing and getting paid. We cannot be held responsible for a office whose billing was not entered correctly. There was questionable statements in regards to integrity and personal attack on private affairs that have no relation to the company or the complaint. It does not matter who the owner is. It does not matter in this specific case if a representative of our company has or has not had any altercations.

The bottom line is, we believe this complaint was entered through a 3rd party. It does not seem this came from an actual client/doctor. It’s maliscious lies and defamation of our reputatable company who has never had a complaint filed since 2010. We have 100’s of clients, some very huge accounts who contine to purchase testing equiment from us. We would’t be able to continue operating a successful business for 8 years if we were scamming people. If we were giving out codes that didnt pay? If we didnt provide execellent service? I believe our reputation and repeat business from all of our clients speak the real truth more than this 1 complaint.

We purchased several devices in early last year from Tim Armstrong who claims to be the owner of Universal Medical Testing. One of the devices is a sudo scan by impeto and a tenometer by iCare. Tim Armstrong gave us specific codes for the impeto and showed us EOB's that proved the sudo scan reimbursing an average of $120.00 using the code 95923. Great right!!! WRONG!! Our biller informed us that in late 2016 the rules for the sudo scan had changed and insurance companies would no longer be reimbursing for this device and if we are running the sudo scan we should use code 95999 which isnt covered by any government insurance companies and the others are only paying aroung $70 per test and only about 40% of the time; and will soon be dropping that code completly.

My issue with this is that Tim Armstrong with Univeral Medical Testing sold us a Device in early 2017 when he knew that in October 2016 the rules/laws had changed.

So either he didnt know which I find it hard to believe or he lied.

In addition to spending $35,000.00 for the sudo we also purchased a tonometer for $8,000.00 so obviously after getting the information about the sudo we investigated the tonometer and called the manufacturer directly, and ofcourse the code that he gave us is not even a billable code for the tonometer. He misrepresented himself and commited fraud by lying to us about what codes we could and could not use. So now we are stuck with a $43,000 mountain of debt with a $947 monthly payment for devices that we cannot use.

We called him and he keeps insisting that we bill using the codes he gave us and everything will be fine. Easy for hiim to say since its not his medical license on the line.

I also investigated Universal Medical Testing who incorporated in Nevada in 2013 and Texas in 2014, and saw that Jignesh Patel is the owner of the company even though Tim Armstrong claims to be the owner. I attempted to call Jignesh Patel with no success. I spoke with a Rick when I called the 844 number on the website and told him my issues but went to deaf ears.

I also reached out to at least 5 doctors that had purchased medical devices from Tim Armstrong and Universal Medical Testing, and they all are having the same issues as I am. One clininc in particular was still billing the wrong code, they had no idea they were committing fraud.

I further investigated Tim Armstrong and saw that he has a track record of lawsuits both filed against in and from him. In addition he has several felony convictions. In 2007 he please guilty to aggrevated assault with a deadly weapon. In 1989 he plead guulty to 3 counts of Agg Assault W/Deadly Weapon and one of those was injury to a child. In November of 1998 in Austin he plead guilty to deadly conduct and Assault causing bodily injury and served time in jail. This is not a good person to deal with. I brought it up when I spoke to Rick from Universal and like I said it went into deaf ears. I am not sure how and why this man is still working for Universal Medical Testing with such a criminal background. Its a shame because I have met other sales people from Universal Medical Testing and they seem to be very nice. So either this Jignesh Patel doesnt do a background on who he hires or Tim Armstrong is the real owner and just using Jignesh Patel as a patsy. Either way the buck stops with the owner Jignesh Patel.

At this point I have written off the purchase as a loss but if I can prevent anyone from using this horrible company or any company that Tim Armstrong is associated with it will be worth it.

So if any doctors out there take anything of out this is to due your due diligence before purchasing any medical devices and not to take the sales rep word, especially if the have a criminal back ground.
