Seller ue4kevhoffmann with regards to order #FO6C47ACE3B1 has produced zero results, misrepresented his skills and abilities in completing this project when he initially made the offer, and repeatedly broken promise after promise, missing deadline after deadline. ue4kevhoffmann gave absolutely zero status updates throughout the entire project, never once showing me any screenshots nor videos of work in progress nor even describing to me what exactly he finished, which stage he was in, and how much he still had left to go.
He never once showed me anything to ask for feedback on it. As far as I know, there is no evidence that he ever did any work on this at all! All indications point towards his absolute lack of skill and knowledge in being able to produce the results and do the work on this project, yet I made the requirements fully known and clearly communicated the details to him from the beginning, even giving him download links to the models file that would be used in this project and told him exactly what I wanted to do before he quoted me and sent me the offer on this project.
Furthermore, ue4kevhoffmann later admitted on record to not even doing his own due diligence, instead choosing to blame me for mistakes that he himself made in terms of not even examining the models that I provided to him as full disclosure prior him giving me an estimate/quote and before accepting his offer. Due to ue4kevhoffmann's lack of skill he had to force me to spend way more money in order to call in outside help, through that of outsourcing a part of ue4kevhoffmann project #FO6C47ACE3B1 as a seperate project to another seller on Fiverr (#FO41350CA2D77 via rezazdl).
ue4kevhoffmann never bothered to inform me of his lack of capabilities and instead on numerous multiple occasions mislead me into thinking he was fully able to finish the project as agreed upon and yet but then suddenly two days before the project was due he tells me that he cannot finish it because he doesn't know how to use 3ds max and has zero modeling skills.
Within 24 hours I found another seller to help ue4kevhoffmann finish this part of the project, but by that time ue4kevhoffmann had already filed a dispute against me and requested an extension for another 14 days of delay. Even though the other seller (#FO41350CA2D77 via rezazdl) was able to assist ue4kevhoffmann within 24 hours after ue4kevhoffmann initially made his shortcomings known to me for the first time, ue4kevhoffmann still wanted two more weeks to complete something that he initially promised to finish in less than five days.
After ue4kevhoffmann confirmed that the other seller (#FO41350CA2D77 via rezazdl) was able to assist with him on the 3ds max part and helped him overcome his inabilities in 3ds max models, I accepted final delivery on Rezazdl's order and even gave Rezazdl a sizeable tip to reward him for a fast job done. However, ue4kevhoffmann intially told me that he would have it finished by the coming weekend since he had already spent time finishing the "logic".
The weekend comes and goes and I don't hear back from him. Another entire week goes by and I check on him and he tells me that he will have it the next coming weekend. That weekend comes and goes and I still don't hear back from him. He tells me still that he will have it the weekend after. That weekend came and went and now we are almost approaching the Friday after. At this point I feel like I'm being played, he is doing nothing but stalling, he doesn't have the ability nor skills to even start on this much less complete it to satisfaction/quality, but he doesn't communicate anything to me and the only things he has communicated to me have turned out to be lies.
I originally contacted ue4kevhoffmann on Apr 20, 10:06 AM ( #FO6C47ACE3B1 ) and from the very first moment provided him with a full explanation of what I was looking for, including advising him that I had a 3ds max model that I wanted to be converted to Unreal Engine 4.24 and that it wasn't rigged in UE4 and that I wanted him to make the model "drive-able" inside of the UE4 gaming engine. I also later advised him that I needed the missile angle to be raise-able and the landing/stability structs to be deploy-able in addition to the wheels being spinning/turning and the model driveable in UE4. He wrote back stating he could help me with this, and I immediately followed up less than half an hour later at Apr 20, 10:33 AM and provided him a download link ( redacted ) so that he could download and take an actual look at both the .3ds max file and the UE4 files for himself.
The following day, based on the information and links I provided to him, he quoted me $200 offer for the job and sent me an invoice which I immediately paid. The offer he provided included two revisions and a five day delivery time. A day later on April 21st I check on him to see how its going and he stated that "Dont worry I will get along" at 12:02PM the same day. Then on April 22nd at around 5:20PM he writes that "I will do it driveable" in reply to my making sure that he will make the vehicle fully drive-able in UE4. The custom order (#FO6C47ACE3B1) that he offered me which I accepted and paid for specifically states officially that he was to : ""Create driveable & interactable vehicle. Missle projectile""

He tells me that I need to go search for a 3d modeller who could fix the model and make it useable for Unreal Engine. Then he says that he has the code already finished, that getting in a rigged 3d model is the easiest part as long as the asset is "game ready".
Based on his direct and specific request I contacted another independent Fiverr seller called rezazdl, and submitted an order with him that every same day on Apr 23, 10:53 AM #FO41350CA2D77. rezazdl promptly completed the work and delivered the order the following morning at Apr 24, 7:52 AM. I then wrote back and contacted the seller ue4kevhoffmann and provided him with the work that rezazdl delivered to me and asked him if this model was now "game ready" for him to finish work on in UE4, to which he said that he tested it and now it is working. Based on assurances from ue4kevhoffmann that rezazdl's work was completed and in good order I accepted final delivery of #FO41350CA2D77 and even sent rezazdl a $50USD tip.
However by this time ue4kevhoffmann had already opened up a dispute against me, stating that I provided him with wrong information, when in fact he later admits that he didn't even bother to look at the models that I provided to him from the first moment I reached out to him (even before he quoted me the offer) with the download link and that he only found out on the very last days the project was due because he procrastinated until the last minute and never bothered checking both models before he made the offer and before he gave repeated assurances that he could do the work and met the requirements. Therefore, based on the facts, based on his own words and admissions and based on the logic and rationale of why he needed more time, etc he could have and indeed should have delivered the final completed work in good order no later than April 26th 2020. ue4kevhoffmann provided further affirmative assurances that everything was okay and on-track by telling me on April 24th that "dont worry bro" and that he "can do it without" any other help.
Then on April 29th he tells me that he should be finished by this weekend. ( previously on April 23rd he had also told me that he was going to finish it up by the end of that previous week as well). By the 7th of May the second weekend and indeed almost the entire week thereafter had already come and gone, and Ue4kevhoffmann had still not delivered the project nor did he give me any actual revised ETA or updates on the exact stage or progress of the project, merely stating the similiar and by now very familiar canned statement that once again he should be done soon : "Awesome I am close to finish as well" . Throughout this whole process I have felt that his communication was lacking, he was not being proactive and I had to check up on him multiple times, and each time he would respond in short words saying everything was okay, when in fact it turned out everything was not okay.
He also tried to place blame on me for not telling him the 3ds max wasn't rigged, but I had already sent him the full files before he even quoted me or started on the project, it was his obligation to do due diligence since at the time I had already provided to him more than complete and sufficient information for him to make a well informed decision/choice of whether or not he was going to send me an offer to take on this project and how long it would take and what price was agreeable for it. I feel that he basically procrastinated and waited until the very last minute and then realized that he didn't know how to do it, then tried to put blame on others and requesting more time. He also requested outside help, and I gave him more time and brought in outside assistance for him to complete the project. I even offered him asset packages I purchased on the UE marketplace in order to help guide him through the process and provide him with some references and templates to use.
At no point in time did ue4kevhoffmann keep me up to date on the successful progress of this project, never once showing me an interim screenshot or work-in-progress screen-capture or sending me a iterative Ue4 file for me to test, indeed he didn't even bother to give me a verbal update on estimated ETA and what he had already worked on and what still needs to be completed. There is and had also been a severe lack of communication and almost no transparency from him in this whole ordeal. I felt and expected ue4kevhoffmann to be a lot more forthcoming than the experience that I got out of him.
ue4kevhoffmann knew and had every reason to know that I had contacted a UE4 map maker who was making the maps for me in UE4 and that this other map maker (not_garrett_t for order #FO4134DCB6257) was making the map specifically for this vehicle and this project. At the first sign of trouble ue4kevhoffmann could have communicated that to me in a clear and precise manner at the earliest opportunity. Instead, time after time ue4kevhoffmann waits until the very last possible moment before dropping the huge shocking bad news on me all of a sudden and then points fingers at other people and excuses himself from any accountability and responsibility.
The record reflects and fully proves that I had provided ue4kevhoffmann with a full and detailed description of my requirements and exactly what I was looking for on this project on the first day that I contacted him, including even providing him with screenshots and direct links to download the 3ds max and UE4 models in question. It is also well documented that ue4kevhoffmann admits in writing that he did not actually load all the models for testing until a few days before the due date of the project.
