I hired David Kemerer - The Phasing Center LLC - to finish my basement. I made a huge mistake - not checking up on this guy before I hired him - Hoping this review will prevent others from getting burned by this guy. Don't believe him if he says someone cancelled and he has a spot open and can fit you in for a good price.
He started work on my basement in late October 2021. He informed me that the permit was filed and started working on the framing. In the beginning everything seemed ok - he was very responsive via txt. Noticed some weirdness when I asked about the permit - he said everything is maintained online by the city. So I called the city - and sure enough no permit was filed.
He claimed his permit person didn't file - but I am shocked that he didn't even check on the permit himself. I put a stop on the work till permit issue was resolved. Then he tried to submit as an owner permit - without informing me that he was going for an owner permit.
Found out his insurance was no good either - when hired he always said "I am licensed and insured" He did then try to convert to a contractor permit - but was under a different company's name - which he is apparently affiliated with - which the city said was acceptable. But ended up never paying for the permit - even though the contract says he will get the permit.
From Oct 2021 to Jan 2022 - all he did was the framing work - which is still not fully completed. Nothing else on the 1st Phase was done. He was supposed to purchase some items - which he never did. There were numerous instances where he will say, someone will show up this week to do this - and nobody shows up. I have txt messages saying he is ordering equipment for delivery the following week - and nothing shows up. I ended up firing him - and asked for a refund.
He said he would consider refund only if the City inspected the framing and said it was determined to be no good. Well, he never paid for the permit - so no inspection could be done. I think he got scared of finding out the truth - the fact that his work was no god.
I have had numerous contractors come by - to get new bids to complete the work. Everone so far has clearly said the framing work is no good - and needs to be redone from scratch - he claimed they were saying that to get money out of me. However, I had 9 contractors come thru - and all 9 pointed the same issues - just by looking at hiswork for 5 min. And I never said a thing to them about what the previous guys said. The same faults were pointed out by all contractors. Coincidence? I don't think so. $11K gone - now I need to start from scratch again.
Folks - I urge you to be careful with this guy. He is a habitual liar - i have so many texts to prove it.
He has a lawsuit coming his way shortly. Probably has others too. Search for his other reviews - you will see I am not the only one who had issues.
Trust me, this guy is a scammer. All he wants is your money. He talks big - but his work is of extreme poor quality. On the days of receiving payment - he will make sure to wait extra hours to collect the check - but he can't show up when he says he will to get actual work done. Avoid this guy by all means!!
