I moved into Del Francia Mobile Estates in November of 2015, and have had multiple problems with the on site park managers, as well as problems with the Star Management Company. While I was in escrow with the seller, Star Management kept throwing in more and more "violations" that needed correcting before escrow would be allowed to close. These violations were no different than the violations on coaches that are owned and rented by Star Management in the very same MHP. (Including the dwelling that is only 28.9" from my property line. State law requires 36" distance from a dwelling to the property line) Fortunately for the seller, I was very capable of making all repairs, as they were presented, so the sale did not fall through, although it was obvious Star Management was trying to discourage me from buying the mobile home, and attempting to extend the escrow. (I am encouraging a couple who have had several cash buyers fall out of escrow because of Star Management's ridiculous demands, write to you about their problems) Star Management has the reputation of forcing owners into a distress sale.

When I had pulled my toilet to repair a leak, replace my subfloor and tile my bathroom my task was repeatedly delayed. Park management would leave notes placed in my mail box or on my porch, with some demand with a time limit such as landscaping. I was also told I could not use my tools on a Sunday, which I ignored. Often, because of my job, Sunday was my ONLY day off. I would work between 10 am to 6 pm, and was sent several notices saying I was bothering my neighbors. I was even told I was "watering too loud"...(My nozzle is set to "shower"). They delayed my project completion by several weeks, often shutting down my work. To make matters more uncomfortable the managers would lock the park bathrooms EARLY (normally open until 9:00 pm) when I drove my work van into the park, knowing I had no toilet in my coach because of my bathroom project. (This meant I had to poop in a plastic lined box)

An elderly paraplegic in our park asked for my help getting an oversized Jacaranda tree that was clogging her sewer line, littering her yard, lifting her foundation, and rubbing on her roof, removed. I wrote a letter which she signed and mailed to our property management company. Star Management came out, verified it was a nuisance/hazard, and reassured her that Star Management would have it removede at no charge to her. (It is part of the park owners land, and not the responsibility of the tenant) When the tree was removed, the site managers, Jennifer walsh and James Baron, employed by Star Management, told her she was responsible for the cost, and made her come up with the funds. This is ALSO against the law, but what could she do, she was scared and being harassed? This poor elderly woman was made to pay for the tree service on the owners land.

The former assistant manager is my neighbor and friend, so the current park mangers, who do not like me, started sending boguss violation notices to her as well. My situation is NOT the worst, Star Management is guilty of horrific misdeeds that go unpunished. We elderly residents cannot afford a lawyer, or risk the chance of eviction. I have already read the reviews on Yelp, and on Birdeye. The Birdeye reviews can be found at reviews.birdeye.com/star-management-547231744 and are worth taking a look at, as are the Yelp reviews.

I recently came home to a violation notice for a protective awning that has been in place since 1993. That is one quarter of a century! Installed by the owner before last!!! The management advised me I had installed it without a permit, and had 30 days to take it down. This was an item in good condition (they thought it was new) that has been in place for 25 years. I sent a rebuttal stating that fact, and refused to remove the awning. According to the latest Mobile Home Park Residency Laws, three violations can force removal from the park. Star Management already blocks mobile home sales...I wonder what they will do with this latest empowerment. Please take a look at the reviews I have mentioned. I sent those reviews, and a petition with 15 resident signitures (so far) to the Del Francia property owner, d**k Canzoneri, hopefully something will be done to supply the residents with a reputable, responsible property management. Many people in the park are afraid to voice their dissatisfaction, because they fear retaliation.
