There weren't any better apartments available when I came across the apartments managed by Shirley Vaine and her side-kick, Randolph Scott. I paid high rent for an old 2-bedroom, 2-bath apartment with rotting carpet, unpainted spackle patches on the wall, and a 2nd bathroom that had a bathtub and no shower nozzle. Upon move-in, Vaine made it clear that she did not want me to call her with what she called a “honey-do” list. (Why stay in the real estate business if she does not want to make repairs??)
My roommate installed the much needed shower nozzle. This was a common upgrade that tenants were doing in these older apartments to make these over-priced apartments livable for two roommates. Unfortunately, our attachment created water damage for which I paid a handsome fee for repair. However, the contractor told me that a good portion of the damage he repaired was already there before I moved in. Vaine secretly charged me extra for damage I didn't create. And the contractor asked me not to confront Vaine about this since he didn't want to lose his job over sharing this information with me.
A number of tenants in the building had issues with some of Vaine's ever-changing and sometimes impractical policies – not to mention Vaine's invasion of privacy in some tenants' apartments and other indiscretions. Other tenants and I agree that Vaine was short tempered, and was ready to evict tenants at the drop of a hat. Many tenants wanted to leave the Vaine reign of terror, but they wanted to leave only when they were ready.
The Shirley Vaine / Randolph Scott nightmare continued for me beyond the shower nozzle incident, and into the move-out procedure. . I left the apartment in better condition than I found it, as I usually keep a clean home and excellent move-out. (I made no effort to repair the spackle wall patches which were there before my move-in, and which I clearly listed on the move-in check list. However, in what seemed like yet another criminal act – if not an act of revenge – the Vaine-Scott duo conjured up a photo of fake wall damage that did not exist when I lived there. They used this as an excuse to withhold a chunk of my deposit money. (If this reprehensible act were not so serious, it would seem comical how they were trying to cover their tracks... They took a picture of the fake wall damage next to a newspaper which they intended to show the date. This effort was unethical, and comical..... Vaine and her lackey, Randy Scott, could have robbed a bank in San Diego, and then tried to create an alibi by taking a picture of themselves standing next to a newspaper in Poway.)
Shirley Vaine has shown herself to be nothing better than a miserable thief and abusive landlord. If it weren't for the fact that were numerous complaints from tenants regarding Vaine's nefarious behavior, you might not believe me. Those who fawn over Vaine's self-aggrandizing list of accomplishments as president of Real Estate Councils and Rotary Clubs....should wake up to the darker side of the Vaine.
Vaine approached me and other tenants with the intention of becoming our real estate agent. However, after it was clear to her that I was not going to use her services, it seemed she allowed the less-friendly Shirley to surface.
If she were to make restitution to me for her overcharges for all repairs, Vaine should pay $300, plus yearly interest, and an apology. I would ask Vaine the following: Was it worth terrorizing and overcharging tenants, only later to be reprimanded through public venues and soon, in small claims court?
Interested in doing real estate business or Nuclear Responsibility work with Shirley? My advice would be to run away as fast as you can. Otherwise you might be shooting yourself in the “Vaine.”
