I have been going to Dr. Thomas J. Rutt in his dental office in Wilkes-Barre, Pa. for many years. At least back to the 1980's maybe even back to the 1970's for my dental work. He had not taken any x-rays of my teeth for over nine years. Every time I went to him I would ask about x-rays and he would say he could see if there were any problems with my teeth.
Many years ago he put two crowns on my teeth and I never had a problem. On May 1st 2017 I went to Dr. Rutt and he prepared tooth number 19 for a crown. On that day he prepared my tooth and took the impression for a crown and he put a temporary crown on my tooth. I paid him a $450.00 deposit that day for the crown.
On June 16th 2017 the temporary crown came loose and I called him and he said the premanent crown just came in so he scheduled me to come in and will put the permanent crown on June 19th 2017. He put the permanent crown on that day and I paid him the balance due of $400.00.
On August 18th 2017 the crown came off my tooth. I called Dr. Rutt and he scheduled me to come in on August 23rd and he recemented the crown back on my tooth. He did not charge me for that visit.
On January 31st 2019 the crown came off my tooth again and I called Dr. Rutt. He scheduled me to come in on February 4th 2019 and he recemented the crown back on and he charged me $50.00 for that visit.
On May 12th 2019 the crown came off my tooth again and I called Dr. Rutt. He scheduled me to come in on May 17th 2019 and at that visit he put 4 pins in and recemented the crown back on.
On May 29th 2019 it started to feel like there was a problem with the tooth. I thought maybe the crown came loose so I called Dr. Rutt and he scheduled me to come in on June 7th 2019 and at that visit he said the crown was fine but he adjusted it (filed it down) to align it with my bite.
On October 25th 2019 I went to Dr. Rutt for my 6 month cleaning and exam and he found 2 cavities and scheduled me to come in October 30th 2019 and at that visit he filled the two 2 cavities no problem.
On February 15th 2020 the crown came off of tooth #19 again and this time I swallowed the crown. I called Dr. Rutt and when he returned my call he said lets schedule you to come in and take a look at it. At that time I told him I want to get a second opinion and he said that was fine. I called him a few days after that and asked him to verify that x-rays were not taken for over 9 years and he said that was correct.
According to procedures the dentist must take x-rays before he prepares the tooth for a crown to see if there is decay or to see if there is an infection in the tooth pulp. Dr. Rutt never took an x-ray before he put a crown on this tooth. In fact he did not take any x-rays for over nine years.
On June 25th 2020 I filed a complaint with the Commonwealth of Pa Dept of state about Dr. Rutt and the problems I had with that tooth and no x-rays taken for over 9 years. On February 26th 2021 an investigator came to my home and had a form for me to sign so he could get my records from Dr. Rutt. On March 1st 2021 the inventigator called me to verify some of the items I had on complaint.
On March 11th 2022 I received a letter from the Commonwealth of Pa Office of General Counsel with a document saying that Dr. Thomas J. Rutt practiced on me and other patients without a license, his license expired and he never renewed it and he also did not carry insurance for his dental practice. He voluntarily surrended his license and admitted he did practice on me and other patients with an expired license and no insurance on his dental practice.
Dr. Rutt ruined my teeth and it cost me over $3,700.00 just to get that one tooth fixed properly by other Dentists and Specialists after he ruined it. This was case # 20-46-013578. Of course this does not do me any good. I am out all that money plus the pain and suffering.
