Hired russell to do a damage report for fema in nov 2017 . gave him a 1000 check .fema funds in dec plus fema paperwork w/ my registration # and he was to fax it to fema.. jan. 2018 he asks for money to buy material so i gave 6k check. feb. 2018, fema says i must set up page online as they will not be texting anymore. feb. 2018, i pull up the "damage report" and see a list of improvements and a price of 32k nothing itemized no fema regis #, just my name so i call fema's attention to this letterhead of his that was faxed from publix 10pm. I call russell to say i need a proper damage report submitted to fema, yes maam, yes maam He quit on me by text, i call sheriff, make a report, call okee building dept, only to find out he is not licensed. never has been in state of fl. He assures sheriff he will return my money. By May, the state attorney has enough info to charge him w/ contracting w/o license. He gets a lawyer and tells court he is working under james sweat paving but when i reported him to fldbpr it comes back to robert john soravilla. Russell did not get charged and i had no restitution ordered. The building department says there are other victims out there and I would like to know who so we can do a class action suit. My hoa is on my case threatening me w/ legal action because they are frustrated at my inability to do anything yet. I am registered w/ rebuild florida and have kept hoa abreast of any help i thought i was getting but today i received a 10 day notice of legal action.
