Hopefully you were smarter than me and looked up "Robert Biliter" before givng him a dime of your hard-earn money. I did not do my research and learned the hard way that he is a serial con artist who has victimized many people over the years.
He has been arrested and convicted of many crimes including those related to his handyman con. I also found many people on Facebook who were taken advatange of this thief. He will accept a job and then as soon as he gets some cash in his hands, he will disappear into thin air.
My advice is to never hire him in the first place but, if you do, wait until he has completely finished before paying him.
