He finds a client, then underbids the job to get the money rolling, and after months of excuses and delays, starts a project. Sometime during the project, he stops paying the subcontractors, but keeps collecting payments from the client. Most people don't know the construction law, and most of the subcontractors are honest, hard working people that work just about on a handshake, and this snake takes advatage of their good will. The subs don't know that they have 45 days to file a Notice to Owner, that gives them lien rights, and the jerk puts them off with all kinds of excuses until the 45 days are up, and then stops answering their calls. At the same time, he doesn't have any intentions of finishing up the project, he just keeps milking the time to keep collecting the money from the person that hired him, and once all the payments are made, he looks for any excuse to walk off the job.
But I fought back. I went to the police, and currently, the State's Attorney's Office has put out a warrant out on him. So if you do wind up crossing paths with this guy, INSIST on references, and INSIST on speaking to people that have done work for him in the past. Don't listen to his BS.
