St. Francis Manor Apts., aka pk Management, Sacramento, California. Our section 8 HUD senior citizen apts., were bought by pk management in May 2014, under new name of St. Francis Investors based in Sherman Oaks California. Management began by evicting several seniors & disabled tenants who were following section 8 lease terms and asking for medical accommodations. After refusing to accept rent , management served notices to vacate. Tenants were disabled and elderly. Unable to find affordable housing because of length of time it takes for affordable units to become available. Over 2 years !! Senior tenants did not know how to defend themselves usually. 2 disabled seniors immediately mundane homeless and lived on street or in a car. 1st senior was legally blind.. No relatives. 2 other tenants went to Legal Aid, and re river a little help but refused to go to court with them. PK management told tenantsmthat they would be quickly evicted if they filed a section 8 , reasonable accommodation. Threats from management and fear of losing their home, becoming homeless, kept elderly tenants from seeking legal help, and applying for help from section 8, HUD lease legal agreement. PK management has been buying senior section 8 housing and then evicting tenants, raising rents to Unaffordable rates. Class action suit against PK management in San Francisco area was won by tenants because a legal team began helping. However in Sacramento, at St. Francis Manor, tenants lost their lives due to illegal a neglegant disconnection of safety cords before upgrading all apts, plus severe illness due to toxic fumes. Manager left her onsite apt. when fumes became to toxic. Tenants could not relocate. Some died... 3rd tenant found housing because they were on list for over 3 years. Judge would not let management collect any past rent or legal fees. Tenant followed all the lease terms? PK management violated HUD lease terms with every tenant. But HUD refused to follow thru. Let tenants become homeless instead. In Tennessee, a senior HUD apt. house caught fire after PK management bought it....over 200 tenants had to leave their homes..and PK management refused to return calls from fire departments, mayors office, and public officials who needed to find places for tenants to stay.. Many went to homeless shelters. but PK management again and again did not return calls and e mails. As it turns out, PK management was illegally owning the senior apt. house.. PK had not fulfilled HUD terms for owning this senior apt. for over a year ! Tenants who were evicted last year are still homeless. pk management conti yes to buy senior section 8 housing and then evicting tenants who ask for compliance of the leases. Raising rents so that seniors cannot afford their homes. They not only are violating HUD leases but also causing homelessness and severe illness to vulnerable elderly because of toxins ..

Important question is why HUD section 8 allows PK Management ( St. Francis Investors), not part of Catholic Church !...., to remain in violation of HUD's lease terms...It was same illegal violations as prior property management..Eugene Burger PM. If this is affordable housing for seniors and disabled, how are tenants supposed to protect themselves from eviction when lease is violated by Property Management and HUD will not enforce the federal governments lease terms...?
