I am an investigative journalist and my team of three Wayne Statwe University researchers and a forensic fraud examiner spent three months examining 2,278 separate cases in which Mr. Munger, his former colleagues Jennifer Callahan and John Yun alongside former public adminisatrator Thomas Brennan Fraser were gven guardianship and/or conservatorship over individuals which the Detroit-area Oakland County Porbate Court.
Mr. Munger was fired as an Oakland County Public Administrator followng his involvement with a realtor named Ralph Roberts in opening deceased state cases wityhout notifying next of kin.
However, he kept on taking guardianship, conservatorship and decesased estate cases in Oakland County.
As of August 1, 2019, Mr. Munger had 448 wards.

guardianship/conservatorship by agencies such as Michigan Adult
Protective Services (APS) with no corroborating medical evidence.
ad Litems (GALs) working in the interest of Mr. Munger rather than
prospective wards by encouraging them to accept Mr. Munger while
discouraging them from attending a guardianship hearing and filing their
reports and recommendations as late as the day of a guardianship
hearing.
the wards or rights guaranteed under Michigan Compiled Law as well as
the dismissal of family members in favor of a public administrator.
Medicaid fraud where Medicaid was applied for by Mr. Munger prior to a
spend-down and when the ward has over $2k in non-exempt assets.
of 59 ward homes sold by Mssrs. Munger, Yun, Fraser and Ms. Carney at a
combined to total of $2 million under market value to local investors
and probate attorneys, with connections to the public administrators,
who then resell the homes at market value or higher.
overbilling by Mr. Munger to his ward's estates as well as breach of
fiduciary duty, double and triple dipping and hundreds of thousands of
dollars in unaccounted for money in estates belonging to wards who
passed away while under guardianship.
Munger's accounts filed with no corroborating evidence, such as
receipts. to justify charges which were approved by all four judges.
At all costs, avoid Mr. Munger as a guardian, conservator or an attorney.
Call the Michigan Attorney General Dana Nessel at 517-335-7622 and demand a criminal investigation into Mr, Munger.
