Overall and in summary the State of Queensland does not allow for billing of water usage to tenants in apartments.
The form I signed at move in said just that.
Since they did bill the water usage, that is illegal and renders the billing a crime as are efforts to collect (steal) the money.
Beyond that and for other reasons the owner/managers of the apartments failed to perform as the unit was not habitable.
During the course of learning this I also learned that the electric utilities are not metered at all and the numbers billed for usage are in fact, fabricated in total.
