For over 15 years, mhhf provided housing in ten +/- condos to mentally ill and homeless persons via governments’ subsidies. There were many instances where repairs were made to mhhf condos that appeared to be made at the expense of the hoa.
Further, rumors abound about numerous incidents that negatively impacted our community’s safety, security and or caused physical property damage.
Two former hoa managers as well as some residents felt threatened, feared for their life and safety. In one incident, a mhhf resident went into the hoa’s manager’s office in the clubhouse and locked the door deadbolt behind him and proceeded to close the window shades. The manager, sensed danger, feared for her life, ran out of the office thru a second door, downstairs to basement and escaped the clubhouse thru a side door. Even when the manager reported the incident to bill isabell, he relocated that mhhf resident from one unit to another unit in different building that mhhf also owns, still in the same hoa! shortly thereafter, the manager quit.
Another mental health resident, who believed he talked to god, had strong prejudice against minorities including blacks, jews, hispanics. He threatened the life of former manager and other residents. On another incident, mhhf resident wanted to commit suicide by placing his head in the stove oven.
Other owners and residents experienced physical damage, mostly flooding to their condos apparently due to abuse of fixtures or rough handling of facilities by mhhf residents/tenants. Even when water damage is reported, bill isabell took actions including abuse his power as hoa president to shield mhhf from accountability and defelect to other unsuspecting parties.
Guests of some mhhf residents loitered around. There had been increased incidents of vandalism, break in and sleep in laundry rooms or stair landings. Any of these incidents could have ended up badly.
Most hoa owners and residents are not aware that mental health housing foundation is operating ten condos in their hoa to house mentally ill patients. Bill isabell in his capacity as hoa president succeeded to conceal such information from hoa members.

Hoa guidelines require potential tenants / residents to pass background check. Hoa owners complied with these guidelines. Yet, mhhf applicants who would otherwise fail the credit and or background screening process were quietly or secretly approved.
What is it going to take before the board and or the owners take proactive measures to remove negative factor to protect hoa from such negative exposure? Owners are owed full transparency and accountability starting with documentation of all incidents that took place at our hoa and what was done to remedy them. The owners need to know all facts and given choices to have their voices heard in order to make most informed decisions in the best interest of our hoa community.
My understanding is bill isabell plans to retire and have a new person from mhhf serve on the hoa board so he can continue to wield his influence from the sideline.
Apparent violations include conspiracy, fraud, misrepresentations, falsification of records, concealment of material facts, bearing false witness, cover up, fabricated false data to shift accountability away from themselves, falsely and fraudulently accuse and frame other unsuspecting owners as scapegoats and failure to account for missing or lost hoa funds and hoa bank account.
Fdic investigation and their report confirmed that hoa received all hoa dues in question that hoa claimed it did not receive from me and provided copies of monthly deposits into hoa heritage bank account ending in 6155.
Fdic report mirrors the data i already provided to the hoa over the last two + years.

Even after i provided hoa board and management with a copy of fdic report and a copy of hoa heritage bank statement showing that i timely paid my hoa dues in full. I urged the board to correct the damage they caused by removing the fraudulent liens on my property, do proper accounting to credit me with the payments i made to hoa as confirmed by fdic, and reverse thousands of dollars in fraudulent late fees. The hoa board did not respond or make any corrective effort .
In recent communications to the hoa board and management, i asked them to provide me names and contact information of current hoa board members. Again, no response from hoa board.
