Contactor Louis E. Scholl III, Daytona Construcion. Alloway Nj, was hired to replace the roof at my residence and any wood that needed to be replaced, as well as, removing old insulation that he said caused dry rot by not allowing the roof to breath properly. Initially I agreed to a price of $6500.00, which I signed a hand written contract for and was told that his computer was not available to print a copy for me and gave him a deposit of $4000.00. Normally I would not have been so trusting, but he was highly recommended by a friend of my daughter, and I felt confident that I would be ok since I would have a copies of the check. A few days after he began the job he said that the wood damage was more extensive then he had anticipated and that to do the job properly would require an addition $2500.00, for which he would include repairing some metal capping that was missing from the eaves, to which I agreed and also gave him a check for $2500.00. In addition I agreed to barter a boat and motor and crossbow, for siding repair and masonary work which I valued at $1000.00. On completion of the roof, I I wrote a final check for $2500.00 for a total of $9000.00. A day after the roof work was completed I received a notice from Maple Shade Township that a constrution permit had not been secured and that a $2000.00 dollar fine had been assessed. Since the contractor was still at my residence doing the addional work that we had agreed on, I confronted him as to why he had not applied for the permit and told him that the fine was his responsibility. I immediately went to the township construction office and was told that I could apply for the permit as the owner but the contractor would have to provide his liscense number and that the fine would be wavied. When I approached Louis Scholl and asked for his liscense number he refused to comply, and left the premises without completing the work. I returned the application and paid the permit fee and took responsibility for the job as the owner and the penalty was waived, and am now awaiting inspection. I also filed a complaint with the Consumer Affairs division of the NJ Attorney Generals office but not yet received an outcome. I consulted a consumers affair attorney and was told that I could receive a judgement for triple the cost since Scholl was not licensed, but I would have to pay him a retainer of $5000.00, and he could not gaurantee results. In retrospect, I feel foolish for being so trustworthy, but I relied too heavily on a reference that I respected.
