Not a licensed contractor. Claims his “system” does not require permits. References from NASA and Nautique are bogus. Faked credit card charge-back to get extra $10,000. Cheated multiple customers out of thousands. Kona Docks’ and owner Brian Hall should be shut down by the county and state.

Took 3 bids and hired Kona 12/10/22. Asked for state license and proof of insurance. He sent documents (later found to be fake). After many calls, Owner Brian Hall shows up 6/30/21. Convinces us we needed additional structural work to make dock safe. Raised bid from $12,325 to $27,065.

Says he is only dock builder in Florida with a unique system that does not require building permits. Showed us references from Disney, NASA, General Dynamics and Nautique. We fall for it. Gave him 50% as a deposit. He calls back, says he is crediting $8,000 back to credit card and needs $10,000 check. We send the check, but credit card charge never reversed. He now has $22,000 of our money.

Demo starts 7/6/21. Kona leaves huge trash pile on driveway and chain saws through electric - irrigation system goes down. Hall promises to fix irrigation and remove trash, months go by. Multiple calls. No sign of Kona Docks. Grass and trees suffering, neighbors complain about trash pile.

9/13/21 new, subcontractor appears to “finish the job”, walks of job ten days later because Hall does not paid him. We call credit card company, dispute charges, credit card investigates, reveres charge. Still out $10,000 check. Hire company to remove trash at a cost of $2,000. Hire electrician for temporary irrigation connection $500.

9/24/21 Hall reappears, wants to finish project, but refuses to complete structural work subcontractor started – just wants to put decking on the dock as is. We demand structural work be completed. Hall quits and storms off.

Week later, Hall asks again to complete project. We ask for punch list of items to finish. He sends list, we reply with details of everything that needs to be done. He stops answering texts.

His business license has been revoked. Feb 23 and Aug 8, 2021 Orange County court judgements against Hall and Kona Docks tell similar stories. When we hired him reviews were good, in last year negative reviews have exploded. Kona Docks is a train wreck, exactly the type of contractor fraud Orange County should be protecting us from.

Orange County has found Hall in violation MULTIPLE times but continues to let him use a fraudulent sales pitch (no permits needed), fake references, deliver faulty work and leave projects unfinished.

Will now have to hire new contractor to fix Kona Dock’s work and finish the project.

County has informed us when we pull a permit, WE WILL BE FINED for buying Hall’s sales pitch that his unique system does not require permits.

County is fining the victims of the Kona Docks scam. Don’t let it happen to you.

Mid-September 2020 – Konadocks Sales Representative named Caleb came to my home and provided me with an estimate to build a boat house on my property. After verbally agreeing to pay $30,661 for the boat house, I agreed to put 50% down as a deposit for the work. Caleb informed me the boat house should be finished by the end of the calendar year.

September 18, 2020 – I provided Konadocks (via their online system) my American Express Credit card for the deposit in the amount of $15,330.50 and my card was charged.

In mid-November when no work had begun, I called Kondocks and they informed me Caleb was no longer with the company. A week or two later a demolition crew removed 5 pylons from my canal area from the previously demolished boat house. This amounted to about $750 worth of work.

When no permit had been submitted by late November, I called Konadocks and Camille Aswar (General Contractor) committed to submitting the permit. When it was not submitted by mid-December, I called the Konadocks head office to complain about the lack of activity. I later got a call back from Brian Hall stating he was the President of the company and he would be taking care of my project from this point on and committed to submitting the permit with Seminole County. In late December 2020, Konadocks finally submitted the permit to Seminole County’s Permitting office.

No activity took place January 2021. February 2021 came and went without any commitment to completing the work. In March 2021, the Permitting office and Zoning Board submitted “Corrections Needed” on their website and Brian Hall came to my home and informed me I had to build a seawall on my property costing thousands more before I could build a boat house and they would need to submit more engineering plans. After weeks with no follow up from Konadocks, I decided to follow up with the County myself and obtaining the full, multi-page list of corrections. It was then that I realized I was dealing with an inept company. After reading further negative reviews online about Konadocks and Brian Hall and more broken promises from Brian Hall, I decided to cancel the job in early April 2021.

I formally requested by money back in April via refund to my credit card. Brian refused citing a change in their credit card system. I asked for a cashier’s check and Brian refused citing he banked out of town. He said he could only do wire transfer or business check. Since I learned he was being sued by other people, I did not trust his business check so requested a wire transfer. Though I have sent Brian Hall all of my information he refuses to refund my money ($13,580.50 – less demolition & engineering/permit from original total). To date, I have received none of my deposit money back so he has effectively taken money from me and my family.
