After further conversation on various sites I find out they are not licensed in the State of VA but the local sheriff could not verify the owner's name but they had numerous complaints filed with this person.
It's time he, and his accomplice GF, faces the law and the DPOR for doing business without a REQUIRED, Contractor's License for ANY transaction over $1,000.
