ISC is a privately-owned, publicly traded company charged with administering provisions of Saskatchewan's Land Titles Act, Business Corporations Act, and similar legislations. It is a fee charging registry for legislated government required registrations.

Nice gig if you can get it eh? While, it had been a goverment crown corporation until it was "privatized" in 2013.

On March 16, I received an "Annual Return-Final Notice" advising that an annual return for a company I control was "now overdue" and that the fee to file the annual return was now $80.00,

double the cost it would have been had the annual return been filed on time. The notice also claimed that ISC sent an initial notice to file an annual return in January. No notice was received by mail or email so I inquired by email as to how the initial notice was sent and was advised it was sent by email.

Why was the final notice requiring the $80 payment sent by mail when the the initial notice was not? Anyway, no email notice respecting my need to file an annual return for the 2019 was received by me ever.

When I communicated this to ISC they did a minor investigation were they again claimed the email was sent and that they never received any bounce-back information. They further asserted that the full $80 sum had to be paid or the company would be struck from the corporate rolls which would mean a much higher fee would have to be paid to reinstate the company.

So much for the customer is always right at ISC? So much for basic business decency and consistent business practices.

Anyway, I continued to email ISC to try and get them to act reasonably and decently in the circumstances, with no success, right up until the time the company was going to be struck from the rolls. However, on the last day at the last hour I decided to try and hedge my bets and pay their $80 extortion through the website they maintain for the purposes mentioned above.

I was thwarted again. A numerical access code had to be submitted to initiate the renewal process and ISC had never ever given me an access code respecting the requisite filing, not in their written Notice to me and not in any of our email correspondence. Consequently it was impossible for me to register within the time window I had left.

I sent messages to ISC about my need for an access code -- in the past, ISC supplied them in the notices they provided -- and received instructions the next day on how to generate the code through their

website. By the time I was able to deal with the matter, the corporation had already been struck from the rolls. ISC is now requiring a much higher fee to restore it.

ISC is in a priviledged position to make money -- a guaranteed market -- and yet it craps on its clients and customers. I am doubtful any notice was sent to me in January, one was certainly never received by me,

and regard their subsequent conduct as bordering on fraud.

ISC seems to be orchestrating a plan designed to maximize the amount of money they could get from me in order for me to do what provincial legislation requires. How many other clients/customers do they have that they are doing likewise to? The revenue for engaging in these sharp business practices could be in the tens of millions.
