I spoke with HISD human resource (HR) which explained I got paid in September 2018 for 400 clock hours and then HR begin to explain their calculation process. This was not presented before or during my retirement February 2018 by the compensation and benefits manual presented to all employees(Option2:Full Buy-Back at Retirement,'97/'98 school year dated6/14/'10).
The Hisd paycheck stubs which outlined: retirement incentive pay, state personal leave and local personal leave did not present a description of accrued calculations to employees. They reduced my pay in half by not following mandated Texas education code sections:22.003. This was not presented at my retirement, worse than that they only gave a comparative incentive pay which Hisd listed as state pay on my September 2018 check stub.
When I reviewed my accrued hours and questioned this deduction; an explanation of how the district only paid if the employee did not use a state day. So for each day missed under accrued local leave; a state Day was subtracted off from the accrued state personal leave calculated. I demonstrated their error for my calculations, ignoring my aborted time.l wrote the Board members and HR which agreed to recalculate time. They sent a board approved letter via US postal mail and called me to confirm this data from 7135567380/7135567400 by Sheila Jenkins. I have sent letters to conclude compensation pay with no valid response to me.
I asked for overtime pay for time worked above the 40. Hours done as described by the Compensation and benefit manual to employees. If a superintendent requested work then pay is granted above the 40.0 hours. The occasion was the Harvey storm, the Superintendent Richard Carranza reported by Jen Para Houston Business Journal;Sep. 6, 2017, Fox News; Hurricanes-Typhoons,September 3, 2017;'Harvey fallout: 53 of Houston's schools have 'major'damage, at least 22will be closed for months'.school year 2017-2018.
