receives over a billion dollars per year in state and federal contracts listed as a small business using
third party certification an master reseller programs.
ActioNet received 8(a) program and SDB certification in 21 days, over a billion dollars per year in
government contracts listed as a small business on the 8(a) program over thirteen (13) years, (the
maximum is nine (9) years).
AT&T, Dell, HP, HPE etc… have a position on the board of every major minority certification organization
confirming they have a voice in which companies receive certification. Donating millions to these
organizations and receiving awards for their outstanding subcontracting with minority businesses.
SBA use Source Selection Team (SST) and their Source Selection Decision Document (SSDD) block by
category who can participate in government contracts awarded by race, black (emancipated blacks)
are excluded. The (SSDD) is used by federal and state contract manager to block select black’s direct
prime and subcontracts participation.
SBA CMRs, PCRs and government agencies eSRS coordinators, and subcontracting program managers refuse to provide (emancipated blacks) prime and subcontracting assistance due to SBA delay and
refusal since 2012 to launch complete OneTrack database to gather data for contract compliance to prevent fraud.
AT&T blocked a reply for subcontracting opportunities from the assigned individual subcontract
administrator Bill J. Polizos and Director of Contracts Carol Brown. AT&T used GSA Timothy Horan
