I've been witness to the "depths of Corporate and Government Corruption" in Florida.
I read the reports of HNTB employees sleeping on-duty at the FDOT District Five Orlando Regional Traffic Management Ceneter - and the resulting false billings (false claims) that HNTB invoiced to the FDOT - and that the FDOT paid to HNTB - in FULL.
I learned that I am not the first FDOT consultant (thank you Steve Thompson) to voice displeasure with the FDOT Office of Inspector General (OIG), for ignoring my complaint(s), and then immediately forwarding the complaint(s) to the individual District Secretaries, to bless their own unethical behavior.
Across America, HNTB:
1. Relies on political contributions and political lobbying to win lucrative Government contracts
2. Relies and thrives on hiring their Government Clients (i.e. FDOT Secretaries and Directors) --- to purposefully and illegitimately win lucrative Government contracts
And here in Florida, there is no penalty for such illegal Corporate behavior.
The FDOT OIG has not punished or prosecuted any engineering firm, for any type of infraction, for over five (5) years.
None of the engineering consulting firms here in Florida ever get into any trouble with the FDOT.
That is about to change drastically in 2020.
HNTB hired the FDOT Managers listed below, in South Florida alone, and these are only the ones I know of. HNTB uses these "insiders" to illegitemately win lucrative FDOT contracts.
FDOT D5 Secretary George Gilhooley 2008
FDOT D4 Structures Engineer Fred Ochoa April 2014
FDOT D7 Secretary Ken Hartmann March 2014
FDOT D4 Structures Engineer Fred Ochoa April 2014
FDOT D6 Senior Executive Vilma Croft December 2014
FDOT Secretary Ananth Prasad January 2015 (May 2008)
FDOT D6 Secretary Gus Pego June 2016
FDOT State Interchange Coordinator Martha Hodgson June 2016
FDOT D4 Chief Engineer James Ford September 2016
FDOT D7 Secretary Paul Steinman August 2017
FDOT D1 Director of Transportation d**k Combs May 2018
FDOT D7 Director of Transportation Development Bill Jones August 2018
Lots more to come about HNTB and the FDOT.....Textbook Cronysim
