My husband and I recently moved to Vernon BC looking for a quiet life and nice weather. Unbeknownst to us, our lives were going to be put in grave danger very quickly from coming into contact with Walter Orlando Vasquez.
For non-financial reasons the home we decided to move in to was in serious needs of repairs. In an attempt to build relationships with locals my husband decided to socialize at Fernandos pub and thats where he met a man, Perry Brooks, who after some conversation about needing repairs called Walter down to the bar for my husband to meet. The very next weekend when we both had time off work Walter came down to look at our place and give us some estimates.
When he saw the amount of work that we were going to need done and that we were very serious about doing it he offered to give us a discount and give us an exact quote. We had him over for dinner the next evening and he came with a quote for $34,500 that he discounted to us for $26,300. In ordinance with making sure I we werent getting ripped off we called hometown enterprises for a second quote. The best they would do for the exact same work was $38,000 before tax.
Walter had also said if we paid cash we wouldnt have to pay any taxes whatsoever. He said he was busy with a couple jobs in Edmonton and he wouldnt be around but when he came back we would be top of the list. He mentioned if we could pay for all the material he could get it for cheaper in edmonton and drive it back in a trailer. Material was about 2/3 of the cost and he figured we could save another $2500.
Initial review searches online showed 5 star ratings so we figured he was legitimate and his friend Perry Brooks had assured us he had done the same thing. We paid him half of what he requested which came to $8000 in cash just in case because it is very common now days for contractors to rip clients off, specially cash jobs. After giving him this payment we were never able to get a hold of him again. He blocks any new numbers we try contacting him from.
We have tried to start a small claim against him but we cannot find him to process serve him with the documents. Ever since we started speaking out in the community and online we have had calls at all times of the day and night and my husband was even approached at the bar and told that Walter Vasquez is actually heavilly tied with the MS-13 Mara Salvatrucha salvadorian gang and we need to drop it immidiately. We have reported his business to both the BC and Alberta governments in the form of consumer complaints, and anonymous rip-off tips.
We have also tried to talk to the police but unfortunately without any proof of who is threatening us they cannot help us. I am not sure how he gets away with scamming and pushing people around and still is allowed to practice. He should be taken off the Kelowna Chamber of commerce website as well because that was one of the pages that gave him the most credibility. Our research show his company isnt even up to date with its tax filings so I wouldnt be surprised if he uses it to launder cash for the gang. We will not let him push us around. He WILL pay back the money he STOLE!!
