On October 30, 2016 I registered as a member for the online certified professional in healthcare quality (CPHQ) exam preparation. My membership status was for a recurring monthly charge of $57, which was to be paid via paypal.
Paypal is the company's preferred method of payment.
On November 30, 2016 I logged in to resume my studies of the modules. Once I logged in I noticed that my page was blank. There were no modules, icons, or side bar links to the practice exams. What was on the page was a hyperlink to click for membership registration.
I click the link to re-register and had to make a full registration as if I never signed up before. After clicking on the $57 recurring plan radio button. The page returned stating that I was unable to choose the $57 recurring plan. I decided to contact the cphq tutor and Paypal.
There was no phone number for the cphq tutor so I emailed the cphq tutor at [email protected]. I called Paypal speaking to the rep who stated that he did see that I had a $57 monthly recurring payment which was pending.
I explained to the Paypal rep that I was unable to access any of the learning modules and exams from the site. I keep getting a blank page upon log in. The Paypal rep advised me to contact the company to resolve the issue.
On November 30 @ 09:21pm I received an email from cphq tutor stating that I was all set and had access. @09:33pm I still could not access any materials and emailed [email protected]. They emailed me back stating that Paypal could not process my payment, the system automatically suspended my account. Paypal will try again in 5 days.
December 1 I still could not access the modules.
I called Paypal again on 12/1/2016 to see if my payment was the problem. It was not. Paypal stated that cphq tutor received payment November 30, 2016. Paypal suggested that I put in a dispute since I was not able to access the materials on November 30 and they received the payment, I agreed.
On December 19,2016 Paypal sent me an email stating that my case was closed. No further information. I called Paypal for an explaination and was transferred to 3 different people before I was asked what type of business was this.
The rep than stated that cphq tutor sent tracking proof that I logged in December 2, 2016. I asked if I could be forwarded that proof and was told no due to privacy issues. I further explained to her that logging in was not the issue I paid to have access to the learning modules and the exams which was denied.
I further explained to the Paypal rep that according to cphq tutor email I was to wait 4-5 days, inaddition, I paid for a month why are they only able to show you one tracking day. Is cphq tutor suggesting that access was denied November 30 and December 1 but resumed December 2? If this is so why not inform me by email as they did 11/30/2016.
Paypal suggested I put in an appeal, I did and on December 29, 2016 I received an email that my appeal was closed. No further explaination provided.
I emailed [email protected] asking for either a refund of my $57 or to allow me my month of utilizing the site and its materials since they already got paid. I have not yet heard back from the company.
