John Waltman, a former district judge was sentenced to 61/2 years in federal prison for the offences of fraud and extortion. Waltman pleaded guilty in January to conspiracy to commit money laundering and Hobbs Act Extortion Under Color of Official Right. John Waltman had involved himself in several fraudulent activities, including extorting a landowner in his small Bucks County township and bribery.

However, it was his involvement in a money-laundering scheme in 2015 that got him arrested and sentenced. Two Men from the FBI posing to be businessmen approached Waltman in 2015, claiming to have made hundreds of thousands ripping off insurance companies and illegally selling their drugs. Waltman helped these men wash $400,000- which they handed over in duffle bags stuffed with cash- over a year before being caught.

Waltman even offered to buy a bar for the two businessmen that can be used as a front to permanently launder money. Caught on an FBI wire, Waltman boasted of his ability to swing votes on Lower Southampton’s Republican-held township council in exchange for kickbacks. He surrounded himself with a network of government employees to aid in those corrupt plans, including a deputy constable, Bernard Rafferty; the township’s former solicitor, Michael Savona; and its public safety director, Robert Hoopes.

Others connected to Waltman are Eastburn & Gray, Doylestown, Michael J. Savona, Esq., Michael Peters, John A. Vanluvanee, Esq., Michael T. Pidgeon, Esq., and other Township Officials dealings with County Builders Mike Mister, Kevin Reilly, and associates, Carol Drioil of zoning, the Zoning Hearing Board, the Board of Supervisors, Mr. John McMenamin, Wallace Bateman Jr., Oak Property Management LP., and Ashley Management Co., with the involvement of others for sure in his six years on the bench.

Amidst his offences, it was established that Waltman being a longtime constable and former chair of the Lower Southampton Republican Party, cultivated deep ties in local politics and township government that extended far beyond his small court. It was also established that Waltman’s associate, Robert P. Hoopes., who was working as a lawyer at the time, admitted during a hearing in that he impersonated the township solicitor during a call with the investment firm’s representative and threatened to bury the company under zoning and regulatory obstacles unless it agreed to sell” and at same time working for County Builders Mike Mister, Kevin Reilly, and associates as buyer.

U.S. District Judge Gene E.K. Pratter presided over the unconstitutional spot zoning laws and respectfully referred to her Court for argument on this point going back to October 13, 2010, where Carol Drioil, was to overcome the Zoning Hearing Board and the Board of Supervisors for County Builders Mike Mister, Kevin Reilly, and associates. Spot zoning, in this case, was defined as classifying a zone differently from all the surrounding area for no apparent reason or purpose except to favor the owner.

This was held as invalid because it is discriminatory" and violates non-compliances with the ordinance of the Municipality and inappropriate use of its provisions of under due process principles and constitutional rights. This was the case with County Builders Mike Mister, Kevin Reilly, and associates in the spot zoning of 8 N Westview Ave of which John Waltman was involved in. Network of other government employees still in office who aided Waltman’s corrupt plans are now orchestrating a cover-up and hope that the FBI and the U.S. District Court will not investigate County Builders Mike Mister, Kevin Reilly, and associates or bring to Court for allegations of federal crimes- as they employed Judge John Waltman and took part in unconstitutional actions.

In 2015 and 2016, federal prosecutors said Waltman, Hoopes, and Rafferty: • Accepted a $1,000 bribe as well as the promise of other fees, in exchange for the trio using their positions as public officials to fix a traffic case before Waltman. • Conspired to launder money represented to be proceeds from health care fraud, illegal drug trafficking, and bank fraud. • Laundered $400,000 in cash, represented to be proceeds from health care fraud and illegal drug trafficking, and took money laundering fees totalling $80,000 in cash.
