I leased an apartment the end of July from an asian women calling herself "Jolene," a real estate agent for a Chia Jou "Diana" Wan, owner of the apartment four plex in Fullerton in a nice area. Chia jou Diana Wan is also listed as a tax preparer for a couple of businesses in Orange County and the apt building is owned in a trust including a Jolene T Tu according to reasearch done by friends of mine: a real estate agent and a 3rd year Chapman Law School graduate. Jolene T Tu is not listed as a real estate agent by the Real Estate Board of California and Chia Jou Diane Wan is not listed as a CPA either.

Seeking help for no hot water after I spent my first rental week the end of July cleaning the apt, using a gallon of bleach on grout that looked black but was actually white, that Jolene said would be cleaned thouroughly three days before my move in date when she would return with a signed lease contract. She did not return and I have never received a signed contract. Hot water resulted from code enforcement action. Yet when Jolene had an obviousl illegal alien (dirty, non english speaking male) merely plunge the upstairs toilet (that wouldn't flush with the first use and i scooped stool from it prior to their arrival) and the code officer saw it fluch once and called it cured. It still doesn't flush completely and stool swirls around and doesn't go down. The kitchen faucet this person oiled, but it still doesn't move correctly with extreme pressure it will go from one side of the sink to the other.

I sought help from the code enforcement after alerting the 'Management complany" by email that I had no heat in 40 degree weather at night a day prior to Thanksgiving. I replaced two AAA batteries in the thermostat when it didn't light up with information and it still wired but won't work, so it may be just a thermostat problem. And an electrical outlet in the living room doesn't work and my TEAC Receiver is now shorted out requiring repair. Code enforcement cited the owner again and they notified 24 hours ahead but arrived yesterday at 11:00 AM with an entourage of 2 asian men one filming with a movie camera and two women, one of them being "Jolene."

Asking such a large group of people for identification so I could as a lone 62 year old woman comfortably let them in, I was met with rude denials and "Jolene" saying "we can just come in if we want, I have a key!" I said that I'd call the police and left the door locked. A knock came after and it was the code enforcement officer. I invited him inside but he refused so I stepped outside to talk. I said I'd let in a worker who had a business card or other ID and "Jolene" even though she is not who she said she is and I really do not know who she is because she has lied to me telling me that she is a real estate agent Jolene refused to come in with the workman and said no one has to show you who they really are. I said if the code enforcer would stay, I'd allow everybody in, because at the minimum I know where he works because I have sswem him at Fullerton City Hall in his office.

I went to code enforcement in tears following a phone call by the code enforcers supervisor saying she was closing the case, because I wouldn't let in the owner's repair people. I sought the city manager because I feel that safwty issues apply as well as elder abuse issues. The code enforcer had shared with me that he is also a landlord, and I let him know after eing a homeowner married to a physician in south orange county for a couple of decades I have leased apts in Arcadia CA, Honolulu HI, and Coeur D'Alene ID, without any of this kind of behavior or issues because I pay my rent on time and in full and two of the properties I leased were furnished.

After being told by the Driector of Community Development for Fullerton that Ithey would reopen the case if I was willing to get someone else there for a parade to come nto the apartment to make repairs, I sent the managment and texted Jolene that today between 2-4PM would work for me. Her response to this was to post a 24 hour notice for several dates of 12/1/16, 12/2/16, 12/3/16 and 12/5/16 from 11-5PM giving me very limmited tie in the dwelling that I have paid for in full timely, as well as a Notice To Perform Conditions and Covenants OR QUIT by none other than the Law Firm of Dennis P Block and Associates. Apparently a slum lord attorney since my rent is always paid and up to date and as a model renter and home owner who remodeled my own beach house!

I phoned Fair Housing and am awaiting a call back from them regarding the legal justification for making me provide over 24 hours of time to a landlord who refuses to repair or replace reported proerty deficiencies. Because most property owners appreciate renters bringing deficiencies and trouble at their properties to their attention I suggest bewaring of these immigrants as landlords, ther is clearly more wrong here than meets the eye. I think a background check on the owner is justified and I wil have to do this next as well as file a a legal complaint.
