I have rented two apartments with Carlo Inc. properties, in the last two years. The first experience was ok, since the manager was exceptionally good. The second however is the reason why I am reporting them. Aweful staff, very bad management, irresponsible people, unprofessional, and "crooks" that look after the money. For a Junior Bedroom (a studio basically) they charged $1350 in Van Nuys... That price was a +$100/month from the old rent. So as soon as 1 year passed, they increased the price by $100/month! The apartment is on Victory Blvd, so lots of noise and pollution, and the Van Nuys Airport is a block away...
Property manager (for three buildings with 3 floors each) was very irresponisble, never attentive to the tenants needs and always discouraged to offer the least amount of help. The Rental office is supposed to be open 7 days a week but it is not. Manager is not there. They say 9-6, but they are never there at 9am.
They recently changed the windows of some apartments, and the crew left out the cover of the window door on the floor in my apartment, as aparently they didn't care if they did the job or not.
The "cherry on the cake" for me was when I turned in the keys, and of course the manager was not at the office the entire day... Waited for him from 9am to 10am as his colleague had informed me to do, and then again went and waited from 2-3pm. Door was locked, no one was inside, I left 2 messages and took off. I called to make sure they received they keys the following day, and they confirmed that they did. They told me that they will mail me a check to return to me the security deposit money, minus the cleaning fees. After 3 weeks, I got the mail today, Nov 20th 2015, and instead of finding a check, I got an invoice that I owe them $883... They charged me a whole month's rent!!! wrote that my lease ends on 10/31/2016 when I never signed anything that confirms this, and charged me $357 for cleaning and painting...
I am having a call with them tomorrow, and hopefully they will realize and admit that they have their numbers (and brains) all wrong. A good example of the latter is that they sent me a letter to inform me of the balance, and they said I need to reply to them by December 7th 2010... ???? Maybe they went back to the future and wanted to report that to me... I don't know.
I advise anyone who wants to rent an apartment near that area, to NOT consider ever renting one at Park View Apartments, in Lake Balboa, by Carlo Inc. Properties.
