Art Castro was hired to perform renovations on my home after being recommended by my realtor. He presented himself as a licensed contractor and assured us he would obtain permits for our job so we signed a contract with him and hired him. Shortly after he was hired, he brought on a subcontractor named Jose Nevarez Nunez to start the work.
What we did not know was that neither of them were licensed and that they never pulled any of the required permits with the city. They started the work (Extremely poor quality by the way with many many things done incorrectly) and after receiving their 2nd deposit they disappeared!! Come to find out later that Art never paid the subcontractor and pocketed the entire $40K he was given.
The subcontractor Jose Nevarez Nunez (562) 335-4193 then tried to extort money from me which he was owed by Art threatening to report us to the city for having unlicenced and unpermitted work done. The entire thing was a disaster as Jose was also given checks totalling $14,250 to upgrade the A/C unit and Electrical panel which he never did and to this day refuses to return our money.
Legally we are under no obligation to pay him anything since we never hired him and since he is not licensed. Ultimately we had to file police reports for burglary, theft and fraud and the police are looking for them. I've had to file civil lawsuits against them both but am unlikely to get any money from these crooks. If they approach you immediately report them to the Contractor's Licensing State Bureau and absolutely do not give them any money. They will just steal your money.
