He never made us aware then proceeded to charge customer three times what bill was plus double charging customer for materials and for services they never received. Robbed them for over 16k dollars then tried to rob them for another 60k for new job services even though we never signed contract with them
On March 25, 2017 we contacted a company named Basement Finish Pros on 1242 Main Street #408 in Springfield MA 01103 phone # 1-800-926-2157. The owner stated they were too busy with current projects, so my name and contact information was forwarded to Mr Andrew Mordica, of ANDI services LLC 60 James Ave. Agawam, MA 01001 phone # 413-579-2721.
That same day, I received an email from Mr. Mordica with a sketch of the basement remodel design and it was signed Andi M “Basement Finish Pros”.
My first question was: Which company is he truly representing and which does he work for? He stated he was previously working with basement finish pros and now had started his own company.
We then received an initial estimate of $58, 051.13 to remodel the entire basement, which included waterproofing and placing flame retardant material on the panel walls.
He even showed us videos on how long it would take for these walls to burn with conventional sheetrock vs this new magnesium material. On 3/26/17 we asked for a contract to review, along with a proposed timeline for the completion of the project. He then responded on 3/26/17 only with a payment plan:
1. 20% upon signing the contract
2. 35% upon starting the project
3. 35% upon finishing the third part of the project
4. 10% upon the completion of the project.
Mr Mordica then provided references for me to verify, which seemed legitimate. He asked me to please refer to Basement Finish Pros. when contacting his references on 3/27/17.
Mr. Mordica then provided two estimates: the first for standard dry wall and a second one for magnesium material that was supposed to be higher quality and flame retardant. We agreed to continue with the magnesium materials as in a new estimate ($59,111.22).
On 4/7/2017 Mr. Mordica stated he would go to the town hall on April 10, 2017 to pull construction permits and that he would start excavating the external foundation and repair any potential leaks from the outside (email dated 4/7/17).
On 4/18/2017 Mr. Mordica began the external excavation to seal external cracks or defects in the foundation. Two checks, for the first 20% $11,600 and $26, 900 were sent to his home address, as the project was begun.
Again, no contract was provided at this point even though we had asked for it. (This is a clear violation of the CT construction/ home improvement laws.) Our project was already started, and he was working fast so we said ok... he'll bring it soon.
Mr Mordica provided photos of the completed external foundation sealing on April 19, 2017 via text message.
On June 6, 2017, Mr. Mordica and I discussed the possibility of placing a “French Drain” around the property in order to improve the water drainage away from the house and the basement. His recommendations were to place it so Mr. Mordica sent an estimate by email of $18, 673.44 (estimate #1092) he contacted Always Reliable Excavating Inc. from South Hadley, MA as a subcontractor.
I have an email dated 6/6/17. The actual cost for this project as per Mr. Mordica ended up to be $24,995.31 (invoice 1049) However, Always Reliable Excavating Inc. billed Mr. Mordica 8,000.00 for the service which did not include the installation of a “French drain” for which Mr. Mordica billed us in his invoice #1049.
This constitutes an overcharge of $16, 995, a charge for a different system that was never installed in our property on that date. He had full knowledge of this as he signed a legally binding contract with Always Reliable Excavating that described the scope of work. He even had access to the sketches describing the work and material costs. The subcontractor actually placed underground pipings and fittings to drain water from downspouts away from the foundation only, and Mr. Mordica knew this information. However, he told us it was a french drain.
On July 1st, 2017, a construction permit still was not obtained, as I had checked with Mr. Mordica once again. He stated he would return to the Easton CT town hall to obtain the permits.
He disappeared to Europe because he needed surgery during the summer. His father in law was here to continue the work, which appeared to be great quality. Fast forward to October 31, 2017, when we had the town inspector here, and there was 3 feet of water in our crawl space that was supposed to be dry because of the supposed "french drain and waterproofing" that Mr. Modirca performed. We told him our floors were damaged, and he stated they were made from organic material and all that would have to be done is have them dry and re-installed. Somehow, our floors ended up in his own garage in Massachusetts to "dry". He later gave us a quote to re-install new floors although he took the material to his home. I demanded my floors back, he made his father in-law drive the material back to my home.
When I confronted Mr. Modirca on 11/22/17 in person, he claimed he was told to take my floors becase we deserved a new floor. My material travelled accross state lines to "dry". Why would I do this since we chose a material made for basements and would dry up and not be damaged? My only guess is he wanted to use the material I had removed in another project! On top of it, he wanted to charge me for new material and installation although my basement had water due to his substandard skills in identifying where the water was coming from. Not only that, but he wanted to charge me the same amount of money for the project again!
This man does not even have a general contractor license although he advertises as such. He only has a home improvement license, which is totally different from a general contractor. He advertises he can work in CT, however, he tries to use other contractors to pull permits for him, etc. My experience has been a nightmare, I started this whole project in March 2017, and it is the end of November, and I still don't have a basement because of this man's greed and scamming ways.
I work very hard for my money, and he wanted to continue to take my money even after having water and a torn up basement after everything was "completed". Thank goodness for Always Reliable Excavating, the initial company that came to dig trenches... and connect the water drainage system... They came back and installed the actual French drain around the property ( that ANDI fraudulently charged me for and was never placed in the first phase) and fixed my foundation (a problem ANDI services should have identified from the beginning). These guys provided reciepts for everything, and were very transparent. Rocks that actually were costing me thousands of dollars with ANDI Services were somehow hundreds of dollars with Always Reliable Excavating. You get the picture!
I ended up re-doing all of my landscaping twice, and my basement twice because of this "general contractor". Buyer beware!
