I selected a painting for purchase and the sale was don through Pay pal. Due to the Covid-19 she indicated that the delivery might take a few months. When I went to Pay pal to initiate the purchase I noticed that my address was not correct so made sure to put the correct address in the notes. However, Ms. Diner indicated that she did not see the message and sent the item to a previous address. I already had a change of address with USPS and I checked to their website to insure the package would come to my new address. I waited for a few months and then checked with USPS and they showed the item as being delivered, however when I check with the new owner of my previous residency, I was informed that nothing had arrived at the address in my name.
At this point I notified Ms. Diener and she said that was unfortunate and referred me to the policy in her website which detailed in correct address and return policy. I continue to wait to see if maybe the item was coming to my current address. Once again I contacted Ms. Diener and once again she referred to her site. After going back and forth and still not receiving the painting I contacted USPS directly and spoke with a representative. They informed me that even though their web site indicated delivery that does not mean the package was delivered.
They also informed me that they could not verify receipt of the package from Thailand and that it is the responsibility of the sender to file a complaint if the packaged is not delivered and then in turn make the receiving party whole. After reading Ms. Diener website a realizing the was contrary to our discussion and what was posted on her site. I began to realize that there was a potential fraud taking place.
