My dog Tess slipped out of the yard to lay in the sun in the street in front of my home. A neighbor found her and took her to the manager (Nina Panekd) so she could return her to her owner. Frank Panek has seen Tess numerous times in the 7 years I've lived here and has her picture on file. Next day, when I found out where she was, I went to the manager’s home and asked for her back. Frank Panek, Nina’s husband, refused to give her back, stating “she’s mine now” closing the door. I said she was mine and I wanted her back; Frank stated I couldn't have her. I said I'd call the police and he started ranting that if I did he would file a report of animal cruelty by me.
